Ambassador Carmen Gisela Vergara holds a bachelor’s degree in law and political science from the University of Panama, a master’s degree in banking and financial law from the University of Externado in Colombia, and a postgraduate degree in international trade negotiations from the University of Santiago de Chile. Prior to her position as General Administrator of PROPANAMA, Ambassador Vergara served as secretary general of the Secretariat of Central American Economic Integration, executive director of the Federation of Chambers and Industrial Associations of Central America and the Dominican Republic, director to the board of the Central American Bank for Economic Integration, and minister of trade and industries, deputy minister of foreign trade, and national director of investment and export promotion at the Ministry of Trade and Industries of Panama.

Jorge Rivera Staff is the current National Secretary of Energy. He has a degree in law and political science, with a doctorate in administrative law from the Complutense University of Madrid. He has a master's degree in energy law from the Higher Institute of Energy (ISE) of Spain. He has more than 10 years of experience advising governments and private companies on legal, regulatory, and public policy issues in the energy sector. His academic base includes a specialization in globalization and public services of general interest, as well as in integration processes in Europe and America at the Carlos III University of Madrid. He also holds a postgraduate MBA in strategic management.

Antonio Dominguez is a Panamanian born professional of over 25 years of experience in the logistics industry with positions across North America, Asia, Europe, and extensively across Latin America. Dominguez holds a BA in business administration and economics from the University of Kansas as Fulbright Scholar, and an MBA in business and marketing from ULACIT. He is currently in charge of looking after the 27 countries that form the Maersk Central America & Caribbean organization after a successful tenure leading the East Coast of South America from 2014 to 2019.

Before coming to Panama as the CEO of Hutchison Ports PPC, Jared H. Zerbe was the CEO for Tanzania International Container Terminal Services Limited. He has worked in a number of senior commercial roles and legal roles, and he is licensed as a solicitor in England and Wales. With a JD from Boston University, he is a licensed attorney in the US. Zerbe also has a master’s in international corporate management from the University of Pittsburgh and studied law in the UK, obtaining his qualified foreign lawyer certificates at BPPE in London.

Miguel Bolinaga is the president of the AES Panama, formed from AES Panama, AES Changuinola, Gas Natural Atlántico, and Costa Norte LNG Terminal. Bolinaga started his work in Panama in July 2013, previously holding the position of VP of External Relations and Electric Market of AES El Salvador. Before arriving in El Salvador in 2006, he was manager of marketing and distribution of C.A. La Electricidad de Caracas. He had 16 years of experience in the Armed Forces of Venezuela prior to his entry into the world of the electricity industry. He is a graduate of the Naval School of Venezuela with a degree in administration and logistics. He also holds the degree of systems engineer awarded by the University of the Venezuelan National Armed Forces and a master’s degree in information system development from the Simon Bolivar University in Venezuela.

Mamfred Kooper is an agricultural engineer with a bachelor's degree in agricultural sciences from EARTH University and holds a master's degree in business administration from INCAE Business School. He has more than 15 years of experience in sustainability, leading projects in more than 15 countries and working in different industries. He was selected as "Global Shaper" by the World Economic Forum, and awarded with the "40 under 40" prize by El Financiero in 2012. He was trained by Al Gore as "Climate Leader" and selected as "Ashoka Fellow" by Ashoka. He was also invited by the Government of the United States of America to its "Changemakers" leaders program among other recognitions. Currently, he is a Partner at EY, where he leads sustainability services for the firm in Central America and the Dominican Republic. Additionally, he coordinates EY sustainability services for the financial sector in north Latin America.

Guillermo de Saint Malo Eleta is a Panamanian entrepreneur and philanthropist who promotes innovation, principled leadership, and sustainability as CEO of Eleta. Eleta is a family-owned investment firm that originated with his grandfather Fernando Eleta Almarán. He was the founder and pioneer of Panama ́s first broadcasting company (RPC Radio and Television). Presently, Eleta has investments across a range of industries. Chiefly, in, energy, luxury tourism, agribusiness,
telecoms, media, and real estate. As CEO of Eleta, he promotes good corporate governance within
family businesses and serves on various company boards. Furthermore, he also serves on NGO boards such as Pro-Chiriqui, driving public-private alliances in Panama ́s agricultural areas, and on the board of ANCON, Panama ́s foremost nature conservation group.

Aristides Hernández is the Chief of Staff at the Ministry of Economy and Finance. He was the director of the Center for Economic and Social Studies of the Panamanian Association of Business Executives and the main advisor to the National Council of Private Companies. He is the former president of Latin Consulting, a firm specializing in economics, business, and corporate finance. He was a media advisor and journalist to the newspaper La Estrella de Panamá. He has been a consultant to the International Labor Organization, the World Bank, the Inter-American Development Bank, and the United Nations. He has carried out more than a hundred economic reports in courts, arbitrations, negotiations, and mediations. He has a master's degree in the economics of natural resources and the environment from the University of Concepcion in Chile (2000).
